

Windows comes in multiple editions just as home, pro, enterprise. You would not need to start over, you can upgrade Windows 10 pro to to Windows 11 pro through Windows update, or via the upgrade assistant. If there is no compatibility reason for going with Windows 10, use Windows 11.

If you deploy 10, you will have to upgrade the OS in 2 years which will be disruptive. If you bought all new PCs, you should be deploying Windows 11 now.
